How to apply to the Manitoba Provincial Nominee Program (MPNP):
- Submit an Expression of Interest (EOI): The first step in applying for the MPNP is to submit an Expression of Interest (EOI) through the MPNP online system. The EOI is a way for you to provide information about yourself and your qualifications to the MPNP. Based on the information you provide, you will be assessed and given a score. If you meet the minimum score requirements, you will be invited to submit a formal application.
- Submit a formal application: If you are invited to submit a formal application, you will need to provide detailed information about yourself, your qualifications, and your work experience. You will also need to provide supporting documentation, such as educational transcripts, language test results, and a resume.
- Wait for a decision: After you have submitted your formal application, you will need to wait for a decision from the MPNP. The processing time varies depending on the stream you have applied under and the volume of applications received.
- Receive a nomination: If your application is approved, you will receive a nomination from the MPNP. The nomination means that the province of Manitoba has selected you to apply for permanent residency in Canada.
- Apply for permanent residency: After you receive a nomination, you will need to apply for permanent residency through Immigration, Refugees, and Citizenship Canada (IRCC). If your application for permanent residency is approved, you will be able to live and work in Canada as a permanent resident.
Manitoba Provincial Nominee Program (MPNP) offers several streams for applicants to apply for immigration to Manitoba.
- Skilled Worker Stream: This stream is for skilled workers who have the required skills, work experience, and language proficiency to contribute to Manitoba’s labour market and economy. Applicants must meet the minimum eligibility requirements and score at least 60 points in the MPNP assessment grid.
- International Education Stream: This stream is for international students who have graduated from Manitoba post-secondary institutions and have in-demand skills required in Manitoba’s labour market. This stream includes three pathways:
- Career Employment: This pathway is for international students who have completed an eligible program from a Manitoba post-secondary institution and have a job offer from a Manitoba employer in an in-demand occupation. The occupation must be related to their field of study and listed on Manitoba’s In-Demand Occupations list.
- Graduate Internship: This pathway is for international students who have completed an eligible program from a Manitoba post-secondary institution and have a paid internship offer from a Manitoba employer in a field related to their studies. The internship must be approved by the academic institution and be a minimum of 6 months in duration.
- International Student Entrepreneur Pilot: This pathway is for international students who have completed an eligible program from a Manitoba post-secondary institution and want to start or purchase a business in Manitoba.
- Business Investor Stream: This stream is for experienced business owners and entrepreneurs who want to start or purchase a business in Manitoba.
- Business experience: The applicant must have a minimum of three years of full-time work experience in the past five years as a business owner or senior manager.
- Net worth: The applicant must have a minimum net worth of CAD 500,000 that was obtained through legal means.
- Investment: The applicant must be willing to invest at least CAD 250,000 in a new or existing business in Manitoba unless they are purchasing an existing business with a minimum equity purchase of CAD 1,000,000.
- Language proficiency: The applicant must demonstrate proficiency in either English or French.
- Age: The applicant must be between the ages of 21 and 59.
- Farm Investor Pathway: This stream is for experienced farm owners and operators who want to establish or purchase a farm in Manitoba. Applicants must meet the minimum eligibility requirements and invest a minimum of CAD 300,000 in a primary production agricultural operation in Manitoba.
- Manitoba Express Entry Pathway: This stream is for skilled workers who have been accepted into the federal Express Entry pool and meet the eligibility requirements for one of Manitoba’s Skilled Worker streams. Applicants must have a valid Express Entry profile and receive a Letter of Advice to Apply (LAA) from MPNP.
To be eligible for the Business Investor Stream, applicants must meet the following criteria:
If an applicant meets the above criteria, they may be invited to submit an Expression of Interest (EOI) to the MPNP. The EOI is scored based on a points system, and the highest-scoring candidates are invited to apply for a Business Investor Stream nomination. If the nomination is granted, the applicant must sign a Business Performance Agreement and make the required investment in the Manitoba business. Once the business is established, the applicant can apply for permanent residency in Canada.
